I don't really know what RS concept ideas forum is about could an admin explain this to me?

We make up stuff. You will understand when my new item comes out. I drew a picture of a fantasy runescape item, and gives it imaginary stats. For example, a Twin Balded Rune sword, with 40+ slash, blah blah....

You just draw something cool that doesn't exist in RS and talk about it.
